We are seeking a highly qualified consultant to provide programmatic leadership in the conceptualization and design of public hearings in target counties. The consultant will work under the guidance of the programs department and will be responsible for coordinating with the county to develop and agree on an overall work plan for the public hearings.
The successful candidate will work jointly with target counties to ensure effective and meaningful public participation in the draft Bills, schedule and organize public forums, and support counties in preparing county-specific public forum reports. Additionally, the consultant will work with county legal departments to incorporate feedback received onto the draft Bills and facilitate, coordinate, and monitor the approval process by the County Executive Committee and submission to the County Assembly for consideration.
The consultant will be responsible for facilitating and coordinating the public forums as per the agreed work schedule and producing an outcome and process report of the public hearing. They will also draft county PP bills ready for submission to the County Executive Committee for approval and follow through the submission and approval of the Bill by the county assemblies.
Candidates for this position should have a university degree in social science and a professional experience of 6 years in a national or international NGO with a track record of successfully designing and managing large and complex developments programs in collaboration with government and development partners. Proven experience as a programs coordinator and knowledge of program management and development procedures is required.
The successful candidate should be tech-savvy, proficient in MS Office, and have the ability to work with diversity and multi-disciplinary teams. They should possess excellent time management and organizational skills, outstanding verbal and written communication skills, and experience working with county assemblies will be considered an added advantage. The consultant should have proven ability to work under pressure and meet deadlines.
